Abstract:
Vehicle number plate detection is a computer based automated system that recognizes any digital image automatically on the number plate. This system includes various operations such as capturing picture, localizing the vehicle number plate, truncating characters of Optical character Recognition from alpha numeric characters. The main idea of this system is to design and develop the effective Image Processing techniques and algorithms to localize the number plate in the captured image. So, an Automatic Number Plate Recognition can be implemented using image processing and python programming which automatically reads the number plate of vehicle. There are many applications ranging from complex security system to common areas and from parking admissions to urban traffic control. Automatic Number Plate Recognition has complex characteristics due to diverse effects such as of light and speed. This project presents an alternative method of implementing Automatic Number Plate Recognition system using free software including Python and the Open Computer Vision library.
